Four Concepts, Often Confused

In procurement documents and search queries, "recycling", "solid waste treatment", "hazardous waste disposal" and "classified destruction" are often used interchangeably. They are four different regulated activities with different qualifications. Choosing a vendor on the wrong concept wastes time — or creates compliance risk.

1. Renewable Resource Recycling

Recycling means collecting, sorting and selling recoverable materials — scrap metals, plastics, paper. A recycler needs a MOFCOM renewable resources recycling filing, but not necessarily any processing license. A recycler that cannot dismantle or treat waste must pass material to licensed processors; who they pass to determines your compliance chain.

2. Solid Waste Treatment

Solid waste is a broader regulatory category covering general industrial solid waste and, separately, hazardous waste. Treating general industrial solid waste requires corresponding environmental capability; "solid waste" on a registration does not imply hazardous waste qualifications.

3. Hazardous Waste Disposal

Hazardous waste — for example waste circuit boards (HW49, code 900-045-49) — may only be collected, stored, utilized or disposed of by holders of a Hazardous Waste Operation Permit with the matching categories. Under the Solid Waste Pollution Prevention and Control Law, unlicensed hazardous waste activity is punishable by fines of RMB 1–5 million and orders to suspend business or close.

4. Classified Media Destruction

Destruction of classified media (hard drives, optical discs, film, phone data) is a licensed activity requiring the Grade-II Confidentiality Qualification for the Defense Industry and designation as a destruction unit by the State Secrets Protection Administration. WEEE or hazardous waste licenses alone do not authorize classified destruction — and classified media must never be sold as scrap.

How the Four Fit Together at Jinye Environmental

Jinye Environmental covers all four under one campus: renewable resource recycling and processing; industrial solid waste services; hazardous waste treatment of waste circuit boards under permit No. 1310250101; and classified media destruction under the Grade-II qualification as the designated unit of the Langfang Municipal State Secrets Protection Administration. Certificates and ledgers are issued for every engagement, keeping the compliance chain closed.

FAQ

Q: Can a recycler dismantle my servers?
A: Not unless it holds a WEEE Processing License covering the categories — servers are governed by HJ 527-2026 from March 2026. Verify the license, not the name.

Q: Is classified destruction just "secure shredding"?
A: No. It is a licensed activity with statutory procedures — inventory and approval, classified packaging and transport, supervised destruction and long-term record retention.
