From the collection network to harmless treatment — professional capability across the entire e-waste lifecycle
The "200,000-ton/year e-waste circular comprehensive utilization project" represents a total investment of RMB 500 million, including RMB 35.75 million of environmental investment (7.15%). Covering 99,958.11 m², it passed completion environmental acceptance in July 2024 and entered operation — one of the largest e-waste dismantling and utilization bases in North China. More than 10 specialized dismantling lines cover the full range of e-waste: printers, mobile phones, LCD devices, servers, monitors, plastics crushing, scrap metal, water heaters, scrap steel, motors and hard drives, plus one large comprehensive shredding line and one circuit-board solder-removal line.
The company also holds a WEEE Processing License issued by the Langfang Municipal Ecological Environment Bureau (No. E1310261, valid January 9, 2025 – January 8, 2027) with an approved annual capacity of 12.5 million units (15,500 t/yr) across four categories: 400,000 LCD microcomputers, 10 million mobile handsets, 1.5 million telephone sets and 600,000 LCD monitors per year, using its proprietary patented LCD-screen recycling and dismantling technology. From March 1, 2026, servers and service-terminal equipment fall under the scope of the Technical Specification for Pollution Control on Processing of Waste Electrical and Electronic Products (HJ 527-2026).

We operate a complete "collection – dismantling – extraction – sales" industrial chain. On the collection side: e-waste (computers, phones, monitors, printers, copiers), communication equipment (ATM machines and telecom devices), scrap metal (comprehensive shredding and sorted recycling), plastics (crushing, washing and re-granulation), steel and aluminum (sorted storage and deep processing), wire and cable (stripping and separation, copper and aluminum recovery), new-energy batteries (spent traction battery recycling) and waste circuit boards (collection, storage and utilization under the hazardous-waste permit). On the processing and sales side: nonferrous metal rolling, alloy sales, gold and silver products, plastic products and metal materials, plus online sales channels as a senior partner of Alibaba Asset.
Holding the Grade-II Confidentiality Qualification for the Defense Industry, we are the designated classified-media destruction unit appointed by the Langfang Municipal State Secrets Protection Administration, serving government agencies, financial institutions (ICBC, Bank of China, CCB, Agricultural Bank of China, Everbright Bank, Hua Xia Bank and others), leading internet companies (Alibaba Asset, ByteDance Asset) and military units with fully traceable destruction of hard drives, optical discs, film, phone data and other classified media. The destruction center covers more than 2,000 m² with five physically separated functional zones — security screening, scanning, shredding, dismantling and monitoring — forming a closed process loop, and is equipped with two automated lines: an HDD shredding line and an SSD shredding line. Operations follow the Regulations on the Destruction of State-Secret Carriers requirement that "state-secret information must be rendered irrecoverable": inventory registration and approval, classified packaging and transport, and on-site supervised destruction, with registration and approval records retained long-term for inspection.

Under the Hazardous Waste Operation Permit (No. 1310250101, valid November 8, 2024 – November 7, 2029), the company is licensed to collect, store and utilize waste circuit boards. Under the National Hazardous Waste Inventory (2025 edition), waste PCBs are classified as HW49 other wastes, code 900-045-49. Four sealed high-efficiency high-temperature reduction furnaces and two flue-gas treatment systems, together with proprietary technologies such as the oxygen-enriched side-blown furnace oxygen-supply device, deliver safe and efficient hazardous waste disposal.
We recycle and recover spent traction batteries from new-energy vehicles, processing retired batteries through dismantling, crushing, sorting and smelting pathways to recover valuable materials. The "30,000-ton/year collection and storage project for spent traction batteries of new-energy vehicles" represents an investment of RMB 5 million (EIA approval letter [2021] No. 342), approved in August 2022 and currently under construction. Together with retired wind and solar equipment processing, it forms a full-category processing capacity for retired new-energy assets. Note on policy: Announcement No. 20 of 2026 by the Ministry of Industry and Information Technology repealed the "cascading utilization" provisions; the compliant pathway for retired traction batteries is resource recovery via dismantling, crushing, sorting and smelting.
The "50,000-ton/year recycling project for retired wind and photovoltaic equipment" represents a total investment of RMB 155.01 million with RMB 10 million of environmental investment on a 33,334 m² site (project code 2505-131025-89-01-885957, filing No. Da-Jing-Shen-Bei [2025] 026). The EIA was approved in June 2025, the project is now in operation, and in August 2026 it was selected into Hebei Province's list of major renewable-resource recycling projects under the 15th Five-Year Plan (16 projects province-wide, ~RMB 3.73 billion total investment). Retired PV modules are processed on a complete thermal-treatment line that fully separates the three core materials — silicon wafers, glass and solder ribbon — with 100% recovery of each fraction. Decommissioned wind turbine blades are used as raw material for pallets, maximizing material reuse in line with the national policy on recycling waste from the "new three" industries. The project is supported by the national invention patent "An automated photovoltaic-panel thermal-decomposition production line based on resource recycling" (ZL 2026 1 0313416.1).
