The application thresholds and allocation rules for the 2026 central government special fund for waste electrical and electronic equipment (WEEE) processing have been clarified through disclosures by multiple provinces, based primarily on the Measures for the Administration of the WEEE Processing Special Fund (Cai Zi Huan [2024] No. 119) and the Notice on the Standards and Conditions for Enterprises Applying for the WEEE Processing Special Fund (Huan Gu Ti Han [2025] No. 8).
Application Threshold
- Hold the corresponding WEEE processing qualification in both the application year and the prior year.
- A prior-year compliant recycling and processing volume of the five "four machines, one brain" WEEE categories of no less than 800,000 units (sets).
- Reported the types and quantities of compliant processing as required in the prior year, with all data uploaded to the national WEEE recycling and processing information management system.
- The applicant and its legal representative have no criminal or administrative penalty records in the ecological environment field and have not had their environmental credit rating downgraded.
How the Fund Is Allocated
The central "reward-for-subsidy" funds are distributed by the factor method: prior-year compliant recycling and processing volume at 70%, local investment in solid waste pollution prevention and control at 15%, the number of household appliances actually owned by residents at 10%, and the actual operating load rate of licensed capacity at 5%. At the provincial allocation stage only the two enterprise-related factors apply (processing volume and load rate), scaled proportionally to 100%. For conversion purposes, refrigerators, air conditioners, microcomputers, televisions, and washing machines are weighted 3:3:2:1:1.
What It Means for Processing Enterprises
"Compliant dismantling volume" is both the application threshold and the dominant allocation weight. This means that the enterprise's compliant processing ledger and the timeliness and accuracy of data uploads directly determine how much fiscal funding it receives — the ledger is not an administrative burden but an asset.
How the Conversion Weights Affect Applications
With the five categories weighted 3:3:2:1:1, the same incoming unit counts as 3 for refrigerators and air conditioners, 2 for microcomputers, and 1 for televisions and washing machines. This weighting changes the answer to "what is most worth dismantling."
- Converted unit counts are what count — the compliant dismantling units of each category multiplied by their weights and summed produce the application-basis quantity. The 800,000-unit threshold applies to the converted figure, not the actual units handled.
- Category mix determines the ceiling — at the same actual processing volume, enterprises with a higher share of large appliances post higher converted volumes, gaining on both the threshold and the allocation.
- Conversion affects statistics only — it changes how the same processed volume is measured, not what was actually dismantled. Adjusting statistical methods cannot make up for processing volume that never happened.
This has a direct effect on supply organization: long-term recycling agreements with appliance manufacturers and chain retail channels stabilize the large-appliance share far better than piecemeal end-of-chain collection.
Three Points of Consistency in Application Materials
Two of the threshold provisions look "soft" yet lose the most points: the completeness of data uploads and the status of penalty records. What reviewers actually check is whether three sets of materials align —
- Ledger matches the uploaded system — the categories, unit counts, and dates in the internal dismantling ledger should correspond month by month with the records in the national information system.
- Uploads match financial vouchers — the quantities and amounts on recycling-side and sales-side invoices should support the processing volume in the ledger.
- Qualification matches categories — the categories actually dismantled must fall within the scope approved on the WEEE Processing License; out-of-scope dismantling does not count toward compliant volume.
Only when all three align are the materials verifiable. Any break, and the premise of "compliant processing volume" loses support — along with the allocation weight that rests on it.
