On July 31, 2026, the General Office of the CPC Hainan Provincial Committee and the General Office of the Hainan Provincial People's Government issued the Hainan Province Special Rectification Action Plan for Environmental Pollution in the Recycling, Dismantling, Utilization, and Disposal of Waste Electrical and Electronic Equipment, launching a province-wide special rectification campaign.

Two Phases

  • Concentrated campaign (July–December 2026): full-area dragnet inspection to establish baseline figures on business qualifications, environmental facilities, and recycling flows; soil and groundwater monitoring at illegal dismantling sites; stronger linkage between administrative and criminal enforcement, with typical illegal dismantling cases handled severely; closed-loop, itemized management of problem lists across all cities and counties, with all rectification completed by the end of October and a "look-back" review by the end of December.
  • Long-term mechanism (through end of 2027): build a "village (community) site — township transfer station — county sorting center" recycling network with standardized construction completed tier by tier; standardized coverage rates to reach 60%, 90%, and 100% by the end of 2026, the end of June 2027, and the end of 2027 respectively.

Other Measures

  • Rely on the Tunchang Green Low-Carbon Circular Economy Industrial Zone to bring in leading enterprises and close the terminal disposal gap, while drafting the 15th Five-Year development plan for the renewable resources industry.
  • Implement a full-chain traceability supervision mechanism, promote electronic recycling ledgers, and enforce cross-provincial transfer filing and the extended producer responsibility system.
  • Regular multi-department joint inspections.

Signal for the Industry

The combination of "dragnet inspection + environmental monitoring + administrative-criminal linkage" shows that supervision is escalating from checking qualifications to examining environmental consequences. Such special campaigns usually spread from province to province, and for processing enterprises elsewhere the near-term self-check priorities are clear: environmental facility operation records, product destination ledgers, and cross-provincial transfer filings — all three must be producible on demand.

Reference Value for Beijing–Tianjin–Hebei Enterprises

Hainan's campaign is a local action, but its inspection standards are broadly applicable — enforcement priorities in the WEEE field are highly consistent across regions:

  • Qualifications — whether the dismantler holds a WEEE Processing License and whether the categories fall within the approved scope.
  • Ledgers — whether intake, dismantling, and product destinations are traceable batch by batch and can be matched to transfer manifests.
  • Recycling network — whether the outlets in the three-tier recycling system actually operate, or exist only as signs without records.

For Beijing–Tianjin–Hebei enterprises, one additional point concerns cross-provincial disposal: hazardous waste transferred across provinces requires approval procedures, and the fact that "the other party is licensed" is not grounds to ship directly. For materials with hazardous waste attributes such as retired servers and waste circuit boards, confirm that the manifest and approval chain is complete before transfer.

What Such Campaigns Typically Check

  • Whether qualifications and ledgers match — whether the licensed scope matches the categories actually dismantled, and whether inventory ledgers close the loop with transfer manifests.
  • Where dismantling outputs went — whether waste circuit boards, waste displays, and other hazardous waste were handed to qualified entities, with complete transfer manifests.
  • Whether emissions meet standards — whether dust, exhaust gas, and wastewater collection and treatment facilities in the dismantling stage operate normally, and whether self-monitoring records are complete.

For enterprises outside Hainan, the same three apply: the specific practices of special campaigns vary by region, but inspections basically revolve around four lines — qualifications, ledgers, product destinations, and emissions.
