Nine departments including the Ministry of Commerce issued the Notice on Implementing the Green Consumption Promotion Action, setting out 20 measures in seven areas across the full green consumption chain. At the State Council Information Office press conference on January 6, 2026, the Ministry of Commerce disclosed progress data on building the renewable resources recycling system.

Key Figures

  • From 2024 to 2025, trade-in programs delivered 18.3 million vehicles, with new energy vehicles accounting for nearly 60%.
  • Home appliance trade-ins reached 192 million units, with Grade 1 energy (water) efficiency products accounting for over 90%.
  • Trade-in policies drove 3.92 trillion yuan in consumer goods sales, benefiting 494 million consumer visits.
  • 32 pilot cities for renewable resources recycling system development and 78 pilot enterprises have been designated, with encouragement for models such as "internet + recycling" and "two-network integration."
  • In 2025, central fiscal investment totaled 5 billion yuan, processing about 100 million waste appliances and cumulatively producing over 3 million tons of renewable resources.
  • In 2024, more than 11,000 smart community recycling facilities were added nationwide.

Policy Direction

The Notice proposes supporting enterprises in building high-value renewable resources recycling and utilization projects, and continues the tasks of the notice on improving the recycling system for renewable resources such as used home appliances and furniture: improving recycling network planning and layout, cultivating diversified and scaled recycling players, exploring innovative recycling models, and promoting "two-network integration" of the municipal solid waste sorting network and the renewable resources recycling network.

On the ecology and environment side, the Ministry of Ecology and Environment has used "zero-waste city" development as its lever; since pilot programs began in 2018, 113 cities at or above the prefecture level and 8 regions nationwide have joined the initiative.

What It Means for Processing Enterprises

"High value" is where this round of policy lands: enterprises that only dismantle have limited value, while those that extend into material regeneration and deep processing lines are the ones likely to enter the support scope of pilots and special funds.

"Internet + Recycling" and "Two-Network Integration" Are Not the Same Thing

These two phrases often appear side by side in policy documents, but they point to two different modes of organization:

  • Internet + recycling — solves "how to find the goods." Online booking, door-to-door pickup, and mini-program orders aggregate scattered household-source supply; the core capabilities are traffic and a fulfillment network.
  • Two-network integration — solves "who handles this segment." It merges the municipal solid waste collection network with the renewable resources recycling network; the core capabilities are coordination with the municipal system and securing sorting sites.

The former is asset-light and can scale quickly; the latter requires sites, vehicles, and local relationships. Both can bring in supply, but the one that reliably secures long-term community-level supply is usually the latter.

Three Routes If You Are Not on the Pilot List

The 32 cities and 78 enterprises are demonstrations, not entry barriers. Enterprises not on the list can still plug into this system from three directions:

  • Become a downstream disposal partner of pilot enterprises — pilot enterprises solve the recycling network; the disposal stage still lands with licensed, capable processing enterprises. This is the easiest entry point.
  • Enter local sorting center systems — localities are building specialized, standardized sorting centers; enterprises with sites and complete environmental procedures can apply to take them on.
  • Connect with local "two-network integration" projects — partner with sub-district offices, communities, and sanitation systems to operate community recycling facilities and build a stable front-end network.

None of the three routes requires pilot status, but they all demand the same thing: verifiable disposal qualifications and capacity. Policy provides the channel; qualifications determine whether you can receive the goods flowing through it.
